REST is a service-disabled veteran owned small business that provides expert level training to first responder agencies and healthcare systems throughout the country in the field WMD / HazMat Emergencies with an emphasis on Radioactive and Nuclear Weapons Detection Systems and personal safety actions while operating in a radioactive environment. Our target audiences include Law Enforcement, Fire Service, EMS Providers, Military Units, Healthcare Patient Care Staff & Administrators and Community Emergency Planners.

At REST, our subject matter expert instructors use a unique combination of live material and emulation systems to deliver training and exercises in the prevent and response domains. Our equipment is designed so that, regardless of which material is in operation, you will always have a real Survey Meter or Analysis Instrument in your hand while safely obtaining readings that would otherwise be extremely dangerous.

Christopher Scheil is the Owner and President of Radiation Emergency Safety Tactics LLC and provides subject matter expertise to public safety agencies of all disciplines, as well as several divisions of the National Nuclear Security Agency.

Christopher has 30 years of experience as a First Responder and First Receiver across multiple disciplines, including Law Enforcement, Firefighting, EMS and Emergency Healthcare. During the last 15 years of his public service, he focused on Law Enforcement Hazardous Materials Operations and was the coordinator of a law enforcement-based Preventative Radiological Nuclear Detection (PRND) Team. Christopher specializes in isotope identification through field spectroscopy for multiple agencies.

Christopher currently serves in both operational and instructional roles for the NNSA. In 2014, Christopher was certifed by FEMA as a National Instructor for the National Domestic Prepardness Consortium. More recently, Christopher was requested to provide law enforcement centric operations to several other NNSA divisions, including NEST and NSDD.

Christopher has co-authored several nationally certified classes in the RN domain, including PRND Maritime Operations (PER-350) and Response to Radiological/Nuclear Weapons of Mass Destruction Incidents (PER-354). Christopher worked with the FBI San Diego Field Office WMDC to reach a county-wide understanding allowing local law enforcement officers to provide PRND Secondary Screening operations. Additionally, along with other stakeholders, he played a key role in updating the San Diego County PRND ConOps to bring it in line with the DHS National ConOps.

Christopher started his career in the First Responder community in 1992 as an EMT in his home state of New Jersey. He utilized this experience during his service as a paramedic in the US Navy and the San Diego Fire Department until joining the San Diego Harbor Police Department in 2003. Christopher retired from that agency in 2023 and continues contracting today.
